American senators are working through the weekend for the first time since the government shutdown began over a month ago, but hopes for a bipartisan agreement on how to end the standoff appeared to recede as GOP senators proposed a proposal toxic to Democrats: eliminating the Affordable Care Act, called Obamacare.
Growing Consequences of Federal Closure
The effect on Americans from the longest shutdown of the US government in history deepened on Saturday, as federal workers went without pay, airlines were forced to ground planes and SNAP benefits have been postponed for 42 million Americans.
President's Plan from Florida Resort
As weekend meeting got under way, Republican senators embraced a proposal made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be replaced by HSA-style accounts.
"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
Republican Support
Multiple Republican senators welcomed the proposal, which is comparable with a replacement for Obamacare put forward in 2017.
"We will replace this failing program with something that is actually better for the patient," one senator stated.
Another senator praised Trump's proposal on online platforms, and stood next to a giant blow-up of Trump's post as he spoke on the Senate floor.
"I am drafting the bill right now," a third senator wrote in response to Trump's suggestion. "We need to stop public funds from going to carriers and instead give it straight to Americans in health savings accounts and let them buy the medical coverage they want."
Opposition Response
Opposition senators shared alarmed reactions to Trump's plan.
"In other words, Donald Trump's 'proposal' for health care is yet another calculated attempt to eliminate Obamacare," one Democratic senator stated. "This is the same failed Republican plan that's been rejected by voters and Congress."
Another senator responded to the criticism of insurance companies by writing: "Oh, Trump and the Republicans can't stand how the big, bad insurance companies are overcharging Americans. Seriously? Then I welcome your support for universal healthcare."
Ongoing Negotiations
The Senate adjourned without reaching a resolution, but Senate Republican leaders have signaled an openness to an emerging proposal from a handful of moderate Democrats to terminate the shutdown in return for a later vote on the ACA subsidies.
One Democratic senator, who is spearheading the negotiations among moderates, said that Democrats "require another way ahead" after Republicans turned down an proposal to restart the government and continue the subsidies for a year.
Another leading Democratic senator continued in arguing that Republicans should accept a 12-month continuation of the payments before discussing the long-term of the subsidies.
"Doing nothing is irresponsible because citizens will go bankrupt, people will become uninsured, people will get more ill," the senator said in a Senate address. "That is what will happen if this Congress does nothing."
Partisan Situation
None of the Republican senators seemed to grapple with the fact that consumers would still need to buy plans from the same carriers, or that Republican lawmakers need the support of several Democrats to restart the government, and the concept of eliminating and replacing Obamacare with savings accounts is improbable to earn a solitary Democratic vote.
Some analysts suggested that the essence of such a plan would eliminate the ACA's mandate that insurance companies cover patients with pre-existing conditions.
After his resort visit, Trump returned to his private club and reiterated on his insistence that Republicans stop seeking compromise and try instead to repeal and replace Obamacare with a version of the proposal that was unsuccessful to garner enough support in 2017.
